Should these features go into Opticks

I'll be adding a couple of new plugins which may be open sourced. I'm
wondering if either would be useful to anyone else? i.e. should they be
part of the Opticks core or should they be part of a separate, open
source plugin suite?

One would add the ability to create and edit a limited class of Cg
filters. Specifically convolution filters.

The second would add an annotation image palette. It would allow you to
add images to annotation layers by dragging and dropping thumbnails from
a dock window.

I think the convolution filter stuff would be good to put in the Core.
I'm not so sure that the annotation image palette makes sense in the
Core.
