Opticks governance policy modifications

Just a reminder, we'll be voting on the following at the next meeting:

The governance policy currently states:
"All board votes require a quorum of two thirds of the board and require
a simple majority to pass. A member may vote for a proposal, against a
proposal, or abstain. Abstentions do not affect the outcome of the vote
but count towards quorum. Proposals should be worded such that a vote
for a proposal indicates a change in policy or situation."

Dadkins proposed (and tclarke seconds) changing the policy to:
"All board votes require a simple majority quorum of two thirds of the
board and require a simple majority to pass. Members not attending a
vote will count as an abstention. A member may vote for a proposal,
against a proposal, or abstain. Abstentions do not affect the outcome of
the vote but count towards quorum. Proposals should be worded such that
a vote for a proposal indicates a change in policy or situation."

I prefer the following verbiage:

"All board votes require a simple majority of the board to pass.
Members not attending a vote will count as an abstention.
A member may vote for a proposal, against a proposal, or abstain.
Proposals should be worded such that a vote for a proposal indicates a
change in policy or situation."

In other words, remove the need for a 2/3 quorum and change that to a
simple majority (> 50%).
I believe that the spirit of the change is the same and that the wording
is clearer.
